New Energy Congress presents $150k grant proposal for vetting free energy technologies
The NEC has prepared a budget proposal to help finance its validating
function. A technology that is validated gets distinguished from the
myriad of claimants who typically end up being bogus or fraudulent -- in a field
where such conclusions are the default.

On September 7, we at the New Energy Congress (NEC) presented a proposal to a group in New York for a grant to enable the NEC to enlarge its clean energy technology vetting services.
The NEC was founded in Nov. 2006 to find and facilitate the best clean energy
technologies, but often times we have been limited in our ability to validate
some of the amazing claims we encounter due to budget limitations.
By having a technology validated, it helps set it apart from the myriad of
claimants who typically end up being bogus or fraudulent -- in a field where
such conclusions are the default.
The following is an excerpt from the NEC proposal, which would finance six
validation events per year.
Seeking a grant for $150,000/year to finance the technology verification services provided by the New Energy Congress, thereby increasing the speed at which true breakthrough clean energy technologies might get the notice and funding and development they deserve.
The proposed budget is to reimburse expenses involved in traveling to review and test promising clean energy technology claims. In some cases it will involve contracting with preferably local professionals having necessary credentials to verify the technology.
The budget presented considers all costs. A minimal budget to still help significantly would be to cover at least just travel and lodging expenses for the validation visits.
Since May of 2001, Sterling D. Allan, the founder of PES Network, Inc. and of the New Energy Congress, has been reporting on and facilitating clean energy technologies from around the world, developing a network of capable colleagues along the way.
What we call "free energy" does not imply any violation of conservation of energy, but is merely a reference to the fact that the source of energy is free for the taking and ideally inexhaustible from nature. On the conventional end of the spectrum, we include solar, wind, geothermal, tide, wave, and river technologies as "free energy." On the unconventional end of the spectrum, we see great promise in the areas of electromagnetic overunity, cold fusion, magnet motors, zero point energy, water fuel, among others. It is the latter the "exotic" modalities that we have made our specialty in reporting and facilitating. The conventional modalities have plenty of advocates, while the later often languish.
Historically, some of the most amazing breakthroughs have not come from the status quo establishment, but have come from mavericks who think "outside the box". Unfortunately, in the region of "outside the box" is also found a lot of bogus and fraudulent claims that make finding the true gem much more difficult.
The reason the New Energy Congress was founded in November of 2005 was to provide a screening service to help review and identify the most promising technologies, both conventional and non-conventional. In the past year, we have realized that our true strength is in the "exotic" realm where few others dare tread. Hence a newer listing along those lines:

Finding the Diamond in the Rough
In the eight years as the leading news and directory service for the free energy
sector, there are certain conclusions that have become very clear to us.
- There are a myriad of clean energy technologies in various phases of
emerging that could dramatically reduce the cost of energy generation
while also reducing the pollution that traditionally has been associated
with energy generation.
- Mixed among them are a host of bogus and sometimes fraudulent claims.
- Since the vast majority of exotic claims are bogus or fraudulent, any
new claim tends to be classified by default as bogus or fraudulent, and
requires some kind of vetting process to ascertain its validity before it
can be taken seriously in order to go the next step of getting serious
funding and business expertise wrapped around it to hopefully eventually
bring it forward into the marketplace.
- Some of the very best technologies are brought forth by individuals who
tend to be unpolished in their ability to work up a viable business entity
capable of carrying the technology forward. So part of the vetting process
needs to be of the inventor's team to see if they are workable.
Another reality is that funding is very sparse far outside the box. So not
only do the inventors languish for lack of adequate resources, but we at PES and
NEC are limited in what we can do for lack of adequate financial backing.
If we had the budget to properly verify the very best breakthrough technologies, then the validated technologies could stand out from the many other technologies and get the attention they deserve, to then secure funding, business expertise, legal expertise, the marketing expertise, etc. to go the distance to the marketplace where they could then make a difference in the world, especially in the developing world.
Though each case is unique, there are some steps recommended for verifying a technology.
- Rough pre-screen by a small committee, to ascertain possible interest.
- Review of the evidence by the NEC, including: written claims, photos, videos, witness/testimonial statements.
- Have someone from our network go see the technology as a preliminary inspection to roughly confirm.
- Determine the tools and resources required to achieve a strong validation.
- Carry out strong validation procedure.
- Report preparation, whether private under NDA or for publication.
Along with inspecting the technology, part of the vetting process involves looking at the inventor and his team to ascertain how workable they are for business ventures. Some of the smartest inventors can be nearly impossible to work with, becoming their own worst enemy.
Having a healthier budget to help in the validation process would greatly facilitate our ability to birddog the very best technologies and teams.
Once NEC validation has been achieved, then the probability of qualified capital and business interests getting involved is greatly enhanced. They are likely to carry out their own validation procedure, as a second witness; but because of the NEC validation, they will be inclined to undergo this step, which can be time-consuming and expensive, enough to deter such a step otherwise.
The following are the ten criteria used by the New Energy Congress to determine whether a technology will make it onto the Top 100 Clean Energy Technologies listing.
- Renewable - Extent to which energy source is replenishable or inexhaustible
- Environmental Impact - not just of the device, or of the energy generation process, but of the manufacture, distribution, deployment, operation, and decommissioning; as well as in the case of mishap.
- Cost including device, manufacturing, pre-construction permitting, installation, commissioning, fuel, service/maintenance, decommissioning, environmental costs.
- Credibility of Evidence - This is not a question of how well the technology works, but of how credible the claims are as to its level of functionality.
- Stability / Reliability performance, life expectancy, energy source availability
- Implementation - Economic viability. Feasibility of high volume production, or of wide-scale do-it-yourself implementation.
- Safety/Danger to Persons - ...during manufacturing, transport, install, operation, servicing, disassembly, potential accidents or sabotage
- Politics of Science Encumbrance, key personality and associates, motivation foundation, involved team
- Open-Source conducive
- Stage of Device Development
A synopsis report of a validation procedure is likely to touch on these key criteria. For example, a score of 0-10 might be assigned to each criterion. A lower score on item 8 would indicate that the inventor and/or affiliated team are not very workable.
We receive a continuous flow of technology submissions for review. Most of them are "for your information" types of things, some of which end up as news bullets at
http://FreeEnergyNews.com if they are public information. Some of them are breakthroughs in process of emerging, and are seeking validation. A subset of those have specifically requested that NEC serve in the validation role.

With our present budget limitations, we are not able to attend many of the invites that have been extended, except where the company covers the trip expense, and most cutting edge technologies budgets are too slim to accommodate that.
Ramifications to Developing World
Most of these technologies, if brought to a point of being able to be available in the marketplace, would have the most significant impact on the developing world. They make energy more affordable, and they don't require an infrastructure, but are distributed solutions enabling power generation at the point of use. Being green, they also would not meet as much resistance by environmental regulatory agencies and policies. Not only are they clean, but they would be much cheaper than conventional power, even if its infrastructure were in place.
