Tilley Claims Endlessly-Charged All-Electric Vehicle
to be Ready for Sale in 2005
Carl Tilley announces a concept car with all the bells and whistles of
speed and luxury, combined with ultra efficiency. Or is this yet another stage
of an ongoing fraud stemming back at least three decades?

supplied to document the fraudulent character of the Tilley
Foundation operation headed by Carl Tilley. The evidence has
continued to mount. Early on, at a time when we were wearing
multiple hats, we had even approached the Tilley Foundation
regarding a possible licensing arrangement to help bring his
technology to the world. Our offer was declined. |

The Tilley Foundation announced yesterday on their website that they now have
a new all-electric car that will be ready for sale in 2005.
This comes just six days shy of three years after a botched demo at the
Nashville Super Speedway of their all-electric DeLorean, which was alleged to
have been able to run indefinitely on a self-replenishing system.
The site says the new car is fully loaded with luxuries while also having power
and efficiency.
How efficient?
The site says, "Based on the original Electric DeLorean conversion first
produced by Carl Tilley it will offer a streamline[d] design and no need to
recharge after use. Simply drive and it will recharge at any
speed over 36 miles per hour" (emphasis in the original).
An electric car that does not need to be recharged -- for sale in 2005!
Is this a dream come true, or a ruse on its next leg -- possibly its last?
The company is named after the alleged technology inventor, Carl Tilley, CEO and
President of the Tilley Foundation.
On May 4, 2002, Tilley told the first shareholders' meeting that he had just
been contacted by General Electric (GE) to buy all of the company's
technologies, "sight unseen", for two billion dollars. (See video
clips.) An investigatory phone call to General Electric in July
revealed that they had never heard of Tilley.
The Sept. 7, 2002 demonstration of the DeLorean was truncated after a few laps,
when a rear wheel bearing gave out. A DeLorean owner in the crowd offered
the necessary spare parts, but was turned down.
Early in May, 2003, Tilley boasted of a major court victory, when two former
Foundation individuals in question confessed [under pressure] to having
allegedly given false charges against the company, including that Tilley was not
the sole inventor as claimed. On the side, those two individuals confided
that, thinking that Tilley was going down any day, in order to salvage their
private lives, they lied in court in saying that they were lying about Tilley.

One of those whistleblowers, Watler Webb, who had served on the board of
directors and had helped Tilley raise nearly half a million dollars, reported
seeing Tilley run an extension cord each morning from his home to the shop where
the alleged "endless chargers" were located, topping off the batteries
that were supposed to not need any topping off from outside energy.
On May 29, 2003, the Tilley Foundation was raided by Tennessee's Department of
Commerce and Insurance together with the Tennessee Bureau of
Investigation. They confiscated Tilley's equipment, but never made any
arrests. The case is still unresolved as of this writing -- nearly 28
months later.
In earlier years, with a young family in tow, Tilley would often up and move
suddenly, with no forewarning, in the middle of the night. His children
attended more than a dozen elementary schools. Documents show some sixteen
different addresses in seven states. He has at least two social security
numbers. In one of the locations where they lived, in Florida, Tilley was
said to be living high on the hog.
A criminal history check shows a warrant for felony theft in Bushnell, Florida;
flight-escape felony theft in Sumpter County, Florida, larceny in Mesa County,
Colorado, all in 1983, and unlawful issuance of blank check in 1977 in
Bellingham, Washington.
As recent as 1996 in Wyoming, there was a warrant for his arrest for check
fraud. But he skipped town again, moving to Tennessee where he now
resides.
Now, in his declining years, it is not so easy to just up and leave. His
wife, Ruth, who is now listed as the secretary/treasurer of the company and
second member of the board of directors, has been bedridden with muscular
dystrophy for a few years now.
Somehow, Tilley has been able to keep the investments coming, dangling one
carrot after another out in front of his shareholders. Though they have been
informed by whistleblowers of the allegations mentioned here, most seem to be
undeterred.
As of the time of this writing, the most recent updated listing on the Tilley
Foundation press/update
page was a Tree and Plant Development Program.
This announcement about the all-electric car was actually sent out privately by
email on June 12, 2005. The site says the car will be demonstrated to investors
on Sept. 17, and then demonstrated to the public some time in December.
Some questions have to be asked:
- Could a car this nice-looking be designed and engineered by such a small
company?
- Would such a company have such a non-professional press page on their web
site?
- With a track record such as Tilley has, should not such extraordinary
claims be backed up by more than extraordinary support? (data, testing,
engineering, etc.)
- Would not such a monumental announcement include mention of the
manufacturer, along with contact information to reach the manufacturer for
verification of factory capacity, production lines, financing and
scheduling?
It seems that once people have invested in something, they become inured to
the possibility of fraud, as it reflects poorly on their judgment. Their
continued belief in Tilley, during this project, has kept him and his wife
afloat for several years now.
Hope springs eternal, but about the only thing that hope is doing now is springing
a man who by so many measures should have been locked away years ago, along
with his accomplices, including his ailing wife.
The saying, "If it sounds too good to be true, then it probably is,"
would seem to be wise words in this context, especially considering Carl
Tilley's track record.

OK, folks, here's what the Tilley investors are being told:
A judge has fined Tilley $500, and he will be on a two-year probation, during
which time he can't sell any unregistered stocks. He gets all of his stuff back,
as well as some money. All of the formal paperwork is to be ready in about 4
days.

It seems to me that a glaring problem with Tilley's claim to produce cars is
that he doesn't have the device patented. If he doesn't have the device
patented, why then would a big corporation pay him billions (which is the carrot
he always dangles before the investors), when they could presumably just buy one
of Tilley's cars for some thousands and have their researchers figure out the
device that's in it, then patent it themselves if it works? The answer is, of
course, that Tilley isn't going to be selling anything, as the device doesn't
work. I'll be pointing this out to the investors that I know.

Have not been on this site for a long time. Most do not know that Tilley
drove the new electric car to court on the 13th of September. Sharp car. I
suppose Tilley wanted to prove his point and he did. I have watched this court
mess and I have seen one thing of Tilley. If he is wrong he takes his hits. If
he is right he will not back down when he thinks he is in the right. He knows
his stuff with electric. It matters not what some say on this web site ( Good or
Bad) the fact is Tilley is trying and has the courage to stay with it no matter
what the odds. Most of us would have walked away a long time ago. Tilley is like
the sleeping tiger. Just when you think he is sleeping he is in your face.
